An eThekwini council response dated 28 July 2022 reported 499 municipal CCTV cameras and 201 operational at that time.
The table broke the snapshot down by region: central and beachfront had 270 installed and 144 operational; south had 111 and 22; west had 55 and 15; north had 63 and 20. The response referred to cameras being non-operational following the April and May floods.
These are historical, reported figures—not a current network total. They are valuable because they show how unevenly a large system can be affected.
Availability has a geography
A system-wide percentage hides local experience. In the July 2022 table, each region had a different gap between installed and operational cameras.
That matters because resilience is physical. Cameras depend on local poles, cabinets, power, fibre, wireless links, drainage and access for repairs. One flood can damage several devices that share the same route or cabinet.
Coastal and storm exposure must be designed
Outdoor CCTV in Durban and KZN should account for:
- wind-driven water at cable entries;
- low-mounted cabinets in flood-prone areas;
- water following a cable into an enclosure;
- surge and lightning exposure;
- poles or structures losing alignment;
- upstream power or network failures; and
- difficult technician access after severe weather.
An IP rating on a camera housing is only one part of that chain. A weatherproof camera connected through an unsealed junction is not a weatherproof system.
Shared dependencies can create shared failure
If several cameras use one switch, cabinet, fibre path or power circuit, failure at that point can remove an entire group of views. A site survey should identify these shared dependencies and decide which ones justify protection or redundancy.
For a warehouse or estate, the answer might include a higher cabinet position, proper gland orientation, surge protection, UPS support, a second uplink for a critical gate or spare configured equipment.
Recovery needs records
After a flood, technicians need more than a list of offline channels. Useful recovery records include camera location, purpose, cable route, switch port, power source, IP address, model, configuration backup and last verified image.
This turns restoration into a controlled sequence instead of rediscovery under pressure.
